An investigation of the role of women’s political caucuses in local governance: A case study of Ikpoba-Okha Local Government Area, Edo State

Background of the study
Women’s political caucuses have become increasingly important in promoting gender equity and effective governance at the local level. In the Ikpoba-Okha Local Government Area, these caucuses serve as platforms for women to advocate for inclusive policy-making, address gender-specific issues, and participate in decision-making processes. By mobilizing female political participation, these groups contribute to a more representative and accountable governance structure (Okoro, 2023). Research has shown that active women’s caucuses can influence policy reforms, promote transparency, and foster community development (Adekunle, 2024). This study investigates the role of women’s political caucuses in local governance, exploring their strategies, impact on policy outcomes, and the challenges they face in an often male-dominated political environment (Eze, 2023). The research aims to provide recommendations for strengthening the influence of women’s caucuses to enhance local governance and promote gender-responsive policies.

Statement of the problem
Despite the growing influence of women’s political caucuses, their role in local governance in the Ikpoba-Okha Local Government Area remains inadequately understood. Challenges such as patriarchal norms, limited resources, and insufficient institutional support hinder their ability to effect substantial policy changes (Ogunleye, 2023). The lack of comprehensive studies on the operational dynamics and impact of women’s caucuses creates a gap in the literature, necessitating an investigation into their effectiveness in promoting gender equity and accountable governance at the local level.

Objectives of the study:

  1. To examine the influence of women’s political caucuses on local governance.
  2. To assess the impact of women’s caucus activities on policy formulation and implementation.
  3. To identify challenges and propose strategies for enhancing the effectiveness of women’s caucuses.

Research questions:

  1. How do women’s political caucuses influence local governance in the study area?
  2. What impact do caucus activities have on policy outcomes?
  3. What challenges hinder the effectiveness of women’s political caucuses?

Research Hypotheses:

  1. H1: Women’s political caucuses significantly influence local governance.
  2. H2: Active participation in caucuses leads to more gender-responsive policies.
  3. H3: Socio-cultural challenges negatively affect the performance of women’s caucuses.

Significance of the study
This study is significant as it provides insights into the role of women’s political caucuses in enhancing local governance and promoting gender-responsive policies. The findings will offer evidence-based recommendations for policymakers and advocacy groups to strengthen women's political participation, thereby contributing to more inclusive and accountable governance in the Ikpoba-Okha Local Government Area (Ife, 2024).

Scope and limitations of the study:
The study is limited to investigating the role of women’s political caucuses in local governance within the Ikpoba-Okha Local Government Area. It focuses exclusively on the activities and impact of these caucuses, excluding broader gender issues in national politics.

• Women’s Political Caucuses: Organized groups of women within political settings that advocate for gender equity and policy reforms.
• Local Governance: The system of administration and policy implementation at the local government level.
• Gender-Responsive Policies: Policies that address the specific needs and challenges of different genders.
